Getting It Right: Issues for Medicare Reform

Normally when I provide testimony on Medicare I focus on the impacts on beneficiaries and how to improve the program so as to fairly meet its goals. And indeed, that will be a major focus of this written statement. However, I also feel compelled to begin with a number of comments that reflect my training as a traditional economist. I am concerned that in the name of "cost savings" and "efficiency," a number of changes in Medicare are being proposed that violate basic economic principles.
